Muggings continue on the streets with the blessing of Westminster Council

We feel obliged to reveal to you an old long running confidence trick being played out on the streets of Westminster. All you need to pull off the fraud is a 99p black marker pen and the backing of Westminster Council.

The fraud centres around Westminster Council’s money making parking suspension service. Yes in most cases Westminster Council will charge for suspending a parking bay, the exceptions to this rule are for police emergencies, special events. funerals and weddings. The council also say they try to give 7 days warning of any imminent parking bay suspension, unless it is an emergency.

Yet several members of the public were mugged in Soho’s Ingestre Place on Monday. An eagle eyed supporter of the parking campaign group NTBPT parked his motorcycle in Ingestre Place having dutifully paid his tax to the council for the privilege. Yet when he did so at 8:55am he noticed there were none of the bright yellow suspension signs to be seen. Having been parking in the area for the last 12 years he was obviously aware that having paid the council their blood money it is no guarantee that you won’t receive a demand with menaces for an additional £120 in the form of a fraudulently issued Penalty Charge Notice (PCN).

Upon checking his bike at lunchtime (12:28) he noticed a suspension sign had been strapped to the bays charging post. Because the suspension sign had the wrong year (2010) he took the precaution of telephoning Westminster Council. The telephonist was already aware of the suspended bay fraud, correctly advising the motorcyclists that because of the wrong year on the suspension sign it was unenforceable. Yet she gave away the scam by also admitting that if the sign were to be changed quickly he would most likely be fined.

The rider took the precaution of moving his motorcycle to another bay. And quite rightly so, as it’s known that criminals dressed in Westminster uniforms operate around that area. In fact there was one working the Ingestre Place beat that same afternoon. The fraudster armed only with a 99p marker pen crudely altered the year from 2010 to 2011.

The rider known as bladerunner911 returned to the suspended bay at 17:58 that same evening, where he came across what one can only describe as a crime scene. Every single motorcycle owner who had paid to park in the bay that morning was to be welcomed back to their bike with a fraudulently issued fine courtesy of Westminster City Council.

Now that this fraud had been exposed what do you think are the chances of the Councillor in charge of Westminster’s parking scandal one Lee Rowley, stepping in and saving these motorists from inadvertently handing over their hard earned cash by quickly looking up who got fined and cancelling their PCN’s. If Mr Rowley does nothing, does that mean he’s guilty of obtaining money by deception, no it doesn’t. But this does seem to us as demanding money by deception by certain staff working for Westminster City Council which we believe just might be contrary to the Fraud Act.

Brilliant job guys for uncovering this racket. It is about time Rowley came out from hiding and issued a statement about these fraudulent practices.The longer they say and do nothing the worst it looks for all of them. Don’ t they realise how many people are following the antics of WCC?
They are digging a bigger and bigger hole for themselves as each day passes!
