When this Westminster City Council parking warden (left) rushed up to a motorbike in London’s New Cavendish Street on Thursday he immediately started to try to punch in the vehicles details. When the motorbikes owner asked if he intended to issue a parking ticket with the owner next to the bike he became very abusive. It would seem normal to have asked the rider to simply move on, if Westminster’s parking enforcement were truly about traffic flow. The warden was initially in the middle of a private phone call on his mobile, as they so often seem to be. But he was so desperate to issue a ticket he quickly terminated his call to the bookies, so that he could tap details into his DAT machine all the faster. As the parking warden became more abusive a customer of the adjacent coffee shop decided to video the warden. The NSL Services trained warden believed the coffee shop customer was only taking still photographs, and said “don’t be taking my picture man, go and take your wife’s picture”, “yeah go and give that to your wife, because I’ll be f*cking her soon” He repeated his threat in front of two women coffee shop customers.

Neither the motorcycle rider or the cameraman used abusive language, and the parking wardens’ behaviour was completely uncalled for. One of the women coffee shop’s customers who was visiting London for a days sightseeing from Whitby said she was shocked and appalled to witness such disgusting language. One of the witnesses to the incident sent us the video to edit and publish so you can see for yourselves just how bad things have become on the streets of Westminster, as the city becomes ever more frantic to raise as much revenue from motorist as they can.

Earlier on Thursday yet another parking warden assaulted a lorry driver just a few streets away in Westminster’s Cavendish Square, it’s alleged. The incident was so serious that the police were called to handcuff and arrest the parking warden, reports Justin Davenport of the Evening Standard.

Westminster’s Conservative Councillor in charge of parking, the diminutive Danny Chalkley has always denied that the wardens are set targets for the number parking tickets they issue. But we have written many posts on this blog claiming that wardens are in fact under great pressure to to issue tickets or face losing their jobs. What else would explain the insulting and aggressive behaviour used by the wardens we describe above?

Cllr Chalkley likes to believe that parking in Westminster is firm, fair and excellent when the reality on the street is so obviously the opposite.

I am not surprised to see this, what do you expect from a mafia run council ?
The racket goes on and the council’s standards keep dropping, this council will hire anyone, they are desperate, I remember at the last PIP meeting the councillors mentioned a huge “staff” turnover. No wonder, they take on the lowest of the lowest, pay them a pittance, don’t train them properly, and tell them to issue tickets no matter what. Well done for catching this on video. I myself came across a similar incident a few months ago but unfortunately I didn’t have my camera. What happened here is just another proof that Westminster’s parking department has become the scum of the town.
Well done for catching this on video. I will never go to Westminster city without my camera in the future. The more evidence we capture, the better. I am sure there will be plenty more to come and soon.

As NTBPF spreads, more and more people are becoming aware of midget Chalkleys sharp practices and people take photo’s and videos as these incidents occur. We’ve had the spin from Chalkley about ‘Firm but Fair’ parking but all we see is this kind of predatory action from CEO’s. It’s all about the money with Westminster, always has been and always will be.

NTBPF and others are watching WCC, not just about parking either.

Appalling behaviour from a ‘public official’. Perhaps this is the price we pay for Wastemonster not being able to run a fair, legal and unbiased tendering system…

This is a Westminster staff member telling members of the public that he is going to ‘f*ck their wife’? Is this standard behaviour among WCC staff?
Wouldn’t any other public facing employee be kicked out on his ignorant arse for behaving like this? This appears to be acceptable at WCC and it is an attitude that is probably instilled by those at the top – WCC management.
Anyone who goes into Westminster should invest £50-100 on a decent mini video camera that can capture incidents quickly. It is a far better investment than giving it to WCC for a parking ticket.

Well done NTBPT for lifting the lid on a seemingly bottomless bucket of maggots. How can we force an independent public enquiry? This level of mis-service and systemic corruption need to be exposed and expunged before it becomes common to every level of government. Or are we already too late?

I think it needs to be considered that WCC must be representative of all city/borough/county councils and that insidious umbrella (and entirely anti-democratic) LGA (Local Government Association). Hopefully if/when WCC is brought low, this will turn the tide and enable ordinary people to recognise and treat the parasites that are their councils.

Isn’t “Call me Dave’s” latest election nebulous promise, to Empower the individual to be able toi sack their MP and other delightfull posibilities. I wonder if actually faced with a win he woulod risk fulfilling that and allowing these parasites to be sumarellaly dismissed with imidiaite effect.

As for their foul mouthed lackys Im sure that “verbal abuse” would be deemed as gross misconduct in a normal workplace.

Having seen the report in the Evening Standard


the victim of the abuse would not provoke a CEO as it would be counter-productive.
It seems to be, given the nature of the abuse and the willingness of the perpetrator to get so foul-mouthed with ANY member of the public, (regardless of provocation) demonstrates that he has temper control issues and should not be in a situation where he would interact with the public.
It’s just his bad luck that he finally got caught.

His ‘Indefinite Leave To Remain’ status should be revoked, because he is a definite menace to society.

It’s ironic that this guy is employed as a ‘Civil Enforcement Officer’ (CEO) but he is anything but civil. Where does Westminster Council find these people?

civil enforcement officers are the front person, the real crooks are the those who collect the parking fines. and get huge bonues from this fines.. you should take movies of those people whose bonuses are more than their salary…. parking wardens are the only ordinary people who gets hourly 7.50 approx… by filming them the worst thing is that they(ceo) will loose their job but the system is going to be the same… another people will come and do the same thing….

Yes I agree that this officers behavior is disgusting, but like everything in life, there is bad and good. But for publics information there are many parking officers within westminster and other councils that behave and act professionally, with dignity, honesty and integrity and are very well trained, maybe not by nsl but from their very own expierences within the job.
These officers I agree are hard to come by but they do exist as I for one have had many encounters with them, so please don’t be discouraged by this officers unprofessional behavior and tarnish everyone with the same brush as we tend to do when it comes to civil enforcement officers.
At the end of the day they do have a job to do which is not always easy.
