Chaos with Council contract cock-up

Westminster City Council are in turmoil again over one of their biggest contract blunders to date. Last month Nutsville began to hear talk of a contract cock-up regarding the awarding of the councils lucrative parking enforcement contract. The media had been informed that contract had been awarded to Mouchel who were due to take over the £50M contract on 1st April.

Council officers were working on the fine details in the months leading up to Christmas, with council officer Kevin Goad too busy to answer emails due to the pressure of finalizing the fine print. But today it’s been announced the entire contract, estimated to have cost £200,000 to create, has had to be thrown in the bin.

It has not yet been confirmed if the current parking enforcement contract operators (NSL Services) will be extending their contract with Westminster. Although rumours of NSL being asked to do just that were circulating as early as one month ago.

Warren Djanogly, Chairman of No To Bike Parking Tax Campaign said “Clearly, the Police investigation following my complaint about alleged irregularities that led to NSL Ltd performing the Westminster City Council’s Parking Enforcement Contracts has sharpened the minds of the legal department. The resultant debacle of scrapping the new contracts award, to my mind, can only add credence to the allegation that the contracts themselves may well have been far from as legally-watertight as WCC and NSL Ltd want the world to believe. Whilst we await an announcement from WCC, should the Police find the allegations warranted and that NSL Ltd should never have been party to the current contracts, serious questions must be levelled at WCC should they choose to now extend the current contracts to NSL Ltd to cover the new tender process.”

Neil Herron, of Parking Appeals said: “Westminster is supposed to be the flagship parking enforcement authority and yet, once again, we have another blunder. We have seen illegal controlled parking zones, Diplomatic Bays not compliant and police investigations.

It is about time a full, independent investigation was conducted into the whole of the parking enforcement regime.”

When we asked parking industry insiders if any official objection had been made about the contract award to Mouchel, they could neither confirm or deny the rumour.

This latest mess comes on the heels of the Partnerships in Parking (PiP) fiasco, which has forced Westminster Council to suspend the issuing of any further framework contracts, as a result of an European commission investigation into PiP. When the BBC asked Westminster Council who had made the EU complaint they were told it was a ‘bunch of bikers’.

Gerard Batten UKIP MEP has tabled questions in the EU Parliament regarding Westminsters’ awarding of the Verrus operated Pay-By-Phone contract through PiP. He has also asked the EU Parliament if the UK Government have yet taken any action regarding the demands for a public enquiry into the introduction of the motorcycle parking tax, levied against riders from August 2008 in Westminster (Download MEP questions here).

Why am I not surprised?

With the ruling party at Westminster being manifestly incompetent are we really shocked by the level of incompetence at the council?

Its more than obvious even to the height or weight challenged CON-cillors such as Danny and Frixos that the Council are nothing but exploitative and financially-driven with their members featuring inconsistencies, mixed metaphors, and pretentious and ludicrous policies designed for nothing but their own aggrandisement.

It’s a relief short Chalkley is not standing at the next local elections. There is a vague hope that tubby Frixos will do the decent thing as well (don’t hold your breath).

As for the scary / happy Johnny Glanz, hopefully it will be the shortest incumbency in Westminster’s history.

As for party in a brewery – don’t give the job to this lot of hopeless idiots.

What gets me is how incompetent these people can be and yet they are still there carrying on day after day AND probably getting bonuses too, just like normal.

We have Chalkley spouting the same old tired mantra every time his skills are called in to question, this council is a laughing stock and causing incredible damage to the Conservative Party.

It’s time the public started to demand value for money with these creeps. They need to be accountable to us not protected by their mates from within.
