Westminster Council still after those tickets

In January we told you of a ticket honey trap set up by Westminster council in Clipstone Street. We explained that one of our readers had been caught in this trap, along with several other residents. Westminsters head of commissioning for city management, Kevin Goad had been informed of the misleading signage but simply passed the matter on to one of his drones to brush off the problem with a ‘it’s within the rules’ excuse.

Today the same reader came across another resident caught in Mr Goads honey trap. But this time he’s sent us a series of photos demonstrating how far one particular devious parking warden (CEO WS 1853) will go to bring in the tickets. You may recognise this parking warden from our post back in April 2009 titled ‘Is it greed or poor training‘ where the same warden was confronted by No To Bike Parking Taxes Chairman Warren Djanogly. One of this wardens (old number back then 0869) favorite tricks was to wait for new signs to be fitted to motorcycle bays then ticket all the scooters and bikes whilst their owners were in work. CEO WS 1853 as he is now, said that riders need to check to see if the signs are replaced every few minutes.

Now it may come as a surprise to many of you to learn that a parking warden is supposed to patrol the streets and only issue a ticket as they come across a contravention. What they are not supposed to do is lurk in doorways or wait by a vehicle for over 45 minutes waiting to issue a ticket. But this is what our reader caught CEO WS 1853 doing this morning. We think the only explanation for the behavior is that there’s still a culture at NSL Services and Westminster council to bring in as many tickets as possible.

We have interviewed a number of Westminster parking wardens, and the vast majority of them would like to do the job they were originally employed to do. But whilst there is still direction from Kevin Goad to bring in as many tickets as possible, CEO’s will have to resort to dirty tickets, aided by the councils misleading signs.

If you have nothing else better to to do, why not visit Clipstone Street at 9:30 am tomorrow morning to see if that residents car is still there. As wardens can issue a maximum of three tickets, one per day for the same contravention we would guess that CEO WS 1853 will be waiting for that ticket.

The biggest surprise is that Compo here is still working! He seems infamous in his ability to piss people off, so I’m amazed that someone hasn’t decked the old scrote.

What an anally retentive jobsworth. He should be disciplined by NSL; after all, he could have ticketed three or four genuine contraventions in the 45 minutes spent targeting this one!

I hope that the vehicle owner is aware that his car has been unfairly ticketed. Firm but fair? My arse…
