Gerrard Place coining it in still?
We wrote a post last month about about how Westminster City Council were making a fortune out of a badly signed no right turn, the post was titled ‘WCC Parking Services, Firm, Fraud and Extortion‘. In that post we explained how one of our readers was issued with a PCN by one of Westminster’s scamera vans, which seemed to spend most of it’s working life parked up in Gerrard Place, often on a taxi stand.
Our reader explained to us how Kevin Goad (assistant Westminster parking drone) had rejected his appeal, quoting back to him a section from the Traffic Signs Regulations and General Directions 1994 (TSRGD). We looked at Kevin Goads reference in the 2002 TSRGD. This clearly states that two no right turn signs are required when the road is wider than 5 metres, which it is. Kevin Goad had left out the last part of the paragraph from the TSRGD in his reply to our reader. Why would Kevin Goad not want to quote all of the paragraph in his reply do you think?
Last week we were kindly sent a copy of an FOI answer from Westminster City Council telling us the number of PCNs issued from January 2009 until 29th June 2009 by the CCTV car and van parked in Gerrard Place. The FOI request asked for both Moving traffic Contraventions – 50 & 32. The code 32 is for failing to drive in the direction shown by an arrow on a blue sign. Even though there has never ever been one of these signs in Gerrard Place:
Imagine our astonishment to read that Westminster City Council have fined a total of 114 motorist for not obeying a sign which is not there? Do you still have any doubts that this is not a fraud?

In total 3,787 PCN’s were issued for Moving traffic Contravention 50 and for Moving traffic Contravention 32, 114 PCN’s were issued. This could well have raked in over £200,000 in fines, but how much over all the past years has this Scamera van taken from Londoners
Even after our first post about this, Westminster City Council still kept sending out their Scamera van to Gerrard Place. Obviously Kevin Goad could see nothing even morally wrong in fining motorists for what at best can only be described as very suspect signage, in that it doesn’t exist.
Our intrepid reader paid another visit to Gerrard Place after our last post was published just to make it clear to Westminster he slapped a copy of the last Nutsville post on the CCTV smart car still parked there.

Do you think Westminster City Council will be paying back any of the money taken in fines, at least for the code 32 PCN’s?
If council officers (Kevin Goad) know or knew their regimes or signing were defective, or non existent, yet they were enforced and people were fined, those involved may have, or maybe now committing an offence of malfeasance or misfeasance in public office.
Another reader has sent us his rejection to appeal from Westminster City Council’s Kevin Goad. Our reader explained to him that there was only one no right turn sign, which at the time did not have a light above the sign. This time Kevin Goad does not mention the TSRGD, he simply dismisses the appeal saying that as the street is a two way street it does not need two signs at the exit. Yeah, right, like we’re going to believe you are fair and accurate about this. But we know Westminster will never take this to PATAS, they always pull out just in time.
This junction needs at least two signs, and the misleading ‘ahead only white arrow’ painted in the road needs to be covered up. But Westminster have wanted to keep this money making scam a secret, and continue to put their Scamera van at Gerrard Place day after day. It’s been like shooting fish in a barrel to them, this is how they really treat the hard working public of London, let’s be honest and fair Kevin, put the signs right, stop fining people for signs that don’t exist.
